Sadly, that is all the NTSB can do is MAKE RECCOMENDATIONS. There is nothing saying any of this will ever come to fruition. Too many times, their recommendations are ignored, and nothing is ever done. A good example is the Metro accident in Washington DC a month ago. It was "recommended" over a year prior that those trains be replaced, but they chose not to. Even after the accident, they cant be cited for anything, as they only ignored a recommendation, and not a direct order to replace the trains.

My stepdad's first family was killed in 1964 when the reverse thrusters on the B707 they were on did not work properly. You'd think in 45 years the problems would have been addressed more properly.
