Vaccines do not always equal a cure. There are plenty of diseases for which we have vaccines for but the vaccines do not cure the disease. They are still around and people still get them. For example, the flu vaccine, the Hep-B vaccine, the Measles and Mumps vaccines. This will help the situation if it works (i have my doubts), it will not immediately rid the world of HIV.
