My mom and dad are both in assisted living facilities. They get medical care if needed, all their meals are provided, the laundry and housekeeping is done but they can come and go as they please. In my mom's wonderful place lots of residents have dementia but still step outside for a walk or go out with friends and family. While it's terrible what the NE did in a regular seniors building or assisted living the staff would not be responsible for residents leaving the building under normal circumstances.
