Your logic is flawed...If Mr. Schmoe did more, he would be more well known, even if it was within a smaller community.  He would therefore be a candidate for this honorary degree.  That is the very nature of it.  Authors get it.  Business people get it.  And cute country singers from Tennessee who have contributed more to society than you will ever dream of being capable of doing get it.  
And again, since ya'll missed it…the very purpose of an honorary degree is to give it to someone who has contributed a body of work to their field which is equal to or surpasses that which they would have had they attended the school.  It is not always perfect, but in this case, it is well deserved.  
You all know school is a complete joke today.   I would much rather have the real world experience Dolly has than the bullshit one encounters during their 4 to 10 years of soul sucking "education" at a "professional" institution. 
But the fact is, I am not as talented or gifted as this woman is and had to go to school.  And neither are any of you.  So, hit the books kids.
