Try the FEC , McCain's campaign was running low on $ and he wanted out but winning the primaries brought some money his way and being a part of the public system no longer made sense. Facts don't lie! The only reason the FEC did not pursue it is because they were short 4 members and only had 2 so they have to fill four positions to deliberate effectively by then, this ampaign will be over.
