Actually what it IS about is that Billy and Courtney dated on and off for a while now. I know Billy is "friends" with Gerard Way from My Chem. She said Billy didn't send her a number. The number is Gerard's. I guess that Gerard not playing her birthday is why Frances is crying and the only thing Billy did wrong is not give Courtney his number. She's needs to take a fuckin chill pill.
