You should teach kids about the reproductive cycle, contraception, and STDs in school, and then let kids make their own decisions. I live in Canada and I first started learning about sex and everything that comes along with it in Grade 5, with my education continuting into my high school years. Giving them information is not necessarily going to make them run out and bang the first person they see. Give them the facts, and if they wish to be irresponsible, it's their choice.
